Program Summary

The Ethiopian Government launched the Rural Productive Safety Net Program (RPSNP) with the objectives to reduce household vulnerability, improve resilience to shock, and promote sustainable community development in food-insecure areas. The Rural Productive Safety Net Project (RPSNP) is run by the Government and pools money from various donors and GOE. PSNP5 currently provides support to 8 million beneficiaries, which are found, in 485 woredas/districts. It operates with five outputs that target the program in all regions. The Ministry of Agriculture and the Ministry of Women and Social Affairs are key leading implementers of RPSNP.

Program Objective

PSNP5 overarching statement is “Enhanced resilience to shocks of extremely poor and vulnerable rural households in PSNP woredas. Program outputs and objectives.

  • Timely and adequate transfers received by eligible core caseload of clients
  • Shock-Responsive transfers received by eligible clients when needed
  • Public Works respond to community livelihood needs and contribute to disaster risk reduction, climate change adaptation, and mitigation
  • Linkages to available social services facilitated for core PSNP clients with an emphasis on PDS and TDS
  • Tailored livelihood options accessed by eligible PSNP clients
  • PSNP project management and capacity enhanced.

 Eligibility

The eligibility Criteria for this program are

  • Community member (resident in the community for the last 3 years).
  • Extreme poor households.
  • Have become suddenly extremely poor as a result of a severe loss of assets (financial, livestock, means of production assets).
  • No adequate family support and other means of social protection and support.
  • With at least one adult member able to participate in public works.
  • Additionally, for PDS households, no adult able-bodied labor or High dependency ratio (four or more dependents- who is unable to work).

Targeting process and methods for PSNP

  • Geographic Targeting (Targeting Woreda selection and caseload allocation every 4 years).
  • Household Targeting (Community-based targeting/extreme poverty and vulnerability as criteria).
  • Updates, Recertification & Replacement (Recertification of selected households using a combination of a community-based approach and verification through (Proxy Means Test).

Moreover, the beneficiary is excepted to fulfill at least two of the criteria to be eligible.
